На этой неделе заканчивается эпоха правления доллара в качестве мировой резервной валюты. Она же знаменует собой начало периода ужасающего экономического и политического упадка Соединенных Штатов. Американская империя испускает последний вздох. Все кончено. Возврата к прошлому не будет. И впереди нас ждет нечто очень, очень болезненное.

Барак Обама, криминальные кланы Уолл-стрита и их помощники - контролируемые большим бизнесом СМИ, выдающие вздорные сплетни и пустую болтовню за новости в тот момент, когда страна переживает жесточайший экономический кризис в своей истории - возможно, сумели одурачить нас, американцев, но остальной мир отлично понимает, что мы - банкроты. И черта с два другие страны будут продолжать поддержку завышенного курса доллара и гигантского дефицита нашего федерального бюджета, уже превысившего 2 триллиона, за счет которого мы оплачиваем экспансию Америки в Евразии и финансовую пирамиду, в которую превратился наш капитализм. Они взяли нас за горло, и теперь начнут сжимать пальцы.

В понедельник и вторник в российском Екатеринбурге (бывшем Свердловске) проходит встреча председателя КНР Ху Цзиньтао (Hu Jintao), российского президента Дмитрия Медведева и других лидеров шести стран-участниц Шанхайской организации сотрудничества. США, обратившиеся с просьбой об участии в саммите в качестве наблюдателя, получили отказ. Советую повнимательнее присмотреться к тому, что там происходит. Это собрание представляет собой, по словам экономиста Майкла Хадсона (Michael Hudson), 'самую важную встречу на высшем уровне с начала 21 века'.

Озлобление, ставшее в последние недели причиной нескольких убийств и преступлений на почве нетерпимости, охватит широкие массы обездоленного и растерянного рабочего и среднего класса. Россия обещает перейти на расчеты с другими странами в рублях и их собственных валютах. Председатель китайского Центробанка в открытую призывает отказаться от доллара в качестве резервной валюты, заменив его принятыми в МВФ 'специальными правами заимствования'. Какой будет эта новая система, пока неясно, но 'бегство от доллара' явно уже началось. Цель всех этих шагов, по словам российского президента - создать 'многополярный' миропорядок, который разрушит экономическую, а значит и военную гегемонию Соединенных Штатов. Китай лихорадочно расходует свои долларовые резервы на скупку промышленных предприятий и недвижимости по всему миру, избавляясь от запасов американской валюты. Именно поэтому Aluminum Corp. of China была готова пойти на беспрецедентные уступки в ходе неудачной попытки заключить сделку на 19,5 миллиардов долларов о покупке акций австралийской горнодобывающей компании Rio Tinto. Она отчаянно пытается сбыть с рук имеющиеся у нее доллары.

'Китай пытается потратить как можно больше имеющихся у него долларов, заключая сделки по принципу 'деньги в обмен на ресурсы', - поясняет Хадсон. - Они расплатятся этими долларами со странами, готовыми продавать свои сырьевые ресурсы, поскольку Америка не желает продавать им свои высокотехнологичные активы, даже Unocal, опасаясь 'желтой опасности'. Наш дефицит платежного баланса связан с тремя факторами. Во-первых, это торговля: Америка импортирует больше, чем экспортирует. Во-вторых, это движение капиталов: Уолл-стрит и американские корпорации скупают зарубежные компании. Третий, и самый серьезный источник дефицита платежного баланса последние полвека представляют собой расходы Пентагона. Все эти годы наш дефицит связан в первую очередь именно с военными ассигнованиями. Найдите таблицу номер 5 в Отчете о платежном балансе, опубликованном в ежеквартальном бюллетене Survey of Current Business, и взгляните на графу 'военные расходы'. Вы поймете, откуда берется дефицит.

Получить кредит будет трудно, а продать недвижимость без больших убытков - невозможно. Наши городские кварталы будут представлять собой печальное зрелище - пустые магазины, заколоченные дома. По стране прокатится эпидемия выселений за долги. Массы бездомных выстроятся в очереди за бесплатным супом. Контролируемые большим бизнесом СМИ - уже сегодня примитивные и банальные - будут работать день и ночь, отвлекая нас бессмысленными сплетнями и зрелищами, сексом, сценами беспричинного насилия, 'ужастиками' и пустопорожними политическими дебатами. Американское общество будет состоять из гигантского обездоленного 'низшего класса' и крохотной властной олигархии, управляющей жестокой и беспощадной системой 'неофеодализма' из неприступных 'замков'-резиденций. Всякого, кто дерзнет сопротивляться, заставят замолчать - зачастую силой. За гигантские злоупотребления нашей правящей элиты придется заплатить нам - очень дорого и очень скоро.

This week marks the end of the dollar’s reign as the world’s reserve currency. It marks the start of a terrible period of economic and political decline in the United States. And it signals the last gasp of the American imperium. That’s over. It is not coming back. And what is to come will be very, very painful.

Barack Obama, and the criminal class on Wall Street, aided by a corporate media that continues to peddle fatuous gossip and trash talk as news while we endure the greatest economic crisis in our history, may have fooled us, but the rest of the world knows we are bankrupt. And these nations are damned if they are going to continue to prop up an inflated dollar and sustain the massive federal budget deficits, swollen to over $2 trillion, which fund America’s imperial expansion in Eurasia and our system of casino capitalism. They have us by the throat. They are about to squeeze.

There are meetings being held Monday and Tuesday in Yekaterinburg, Russia, (formerly Sverdlovsk) among Chinese President Hu Jintao, Russian President Dmitry Medvedev and other top officials of the six-nation Shanghai Cooperation Organization. The United States, which asked to attend, was denied admittance. Watch what happens there carefully. The gathering is, in the words of economist Michael Hudson, “the most important meeting of the 21st century so far.”

It is the first formal step by our major trading partners to replace the dollar as the world’s reserve currency. If they succeed, the dollar will dramatically plummet in value, the cost of imports, including oil, will skyrocket, interest rates will climb and jobs will hemorrhage at a rate that will make the last few months look like boom times. State and federal services will be reduced or shut down for lack of funds. The United States will begin to resemble the Weimar Republic or Zimbabwe. Obama, endowed by many with the qualities of a savior, will suddenly look pitiful, inept and weak. And the rage that has kindled a handful of shootings and hate crimes in the past few weeks will engulf vast segments of a disenfranchised and bewildered working and middle class. The people of this class will demand vengeance, radical change, order and moral renewal, which an array of proto-fascists, from the Christian right to the goons who disseminate hate talk on Fox News, will assure the country they will impose.

I called Hudson, who has an article in Monday’s Financial Times called “The Yekaterinburg Turning Point: De-Dollarization and the Ending of America’s Financial-Military Hegemony.” “Yekaterinburg,” Hudson writes, “may become known not only as the death place of the czars but of the American empire as well.” His article is worth reading, along with John Lanchester’s disturbing exposé of the world’s banking system, titled “It’s Finished,” which appeared in the May 28 issue of the London Review of Books.

“This means the end of the dollar,” Hudson told me. “It means China, Russia, India, Pakistan, Iran are forming an official financial and military area to get America out of Eurasia. The balance-of-payments deficit is mainly military in nature. Half of America’s discretionary spending is military. The deficit ends up in the hands of foreign banks, central banks. They don’t have any choice but to recycle the money to buy U.S. government debt. The Asian countries have been financing their own military encirclement. They have been forced to accept dollars that have no chance of being repaid. They are paying for America’s military aggression against them. They want to get rid of this.”

China, as Hudson points out, has already struck bilateral trade deals with Brazil and Malaysia to denominate their trade in China’s yuan rather than the dollar, pound or euro. Russia promises to begin trading in the ruble and local currencies. The governor of China’s central bank has openly called for the abandonment of the dollar as reserve currency, suggesting in its place the use of the International Monetary Fund’s Special Drawing Rights. What the new system will be remains unclear, but the flight from the dollar has clearly begun. The goal, in the words of the Russian president, is to build a “multipolar world order” which will break the economic and, by extension, military domination by the United States. China is frantically spending its dollar reserves to buy factories and property around the globe so it can unload its U.S. currency. This is why Aluminum Corp. of China made so many major concessions in the failed attempt to salvage its $19.5 billion alliance with the Rio Tinto mining concern in Australia. It desperately needs to shed its dollars.

“China is trying to get rid of all the dollars they can in a trash-for-resource deal,” Hudson said. “They will give the dollars to countries willing to sell off their resources since America refuses to sell any of its high-tech industries, even Unocal, to the yellow peril. It realizes these dollars are going to be worthless pretty quickly.”

The architects of this new global exchange realize that if they break the dollar they also break America’s military domination. Our military spending cannot be sustained without this cycle of heavy borrowing. The official U.S. defense budget for fiscal year 2008 is $623 billion, before we add on things like nuclear research. The next closest national military budget is China’s, at $65 billion, according to the Central Intelligence Agency.

There are three categories of the balance-of-payment deficits. America imports more than it exports. This is trade. Wall Street and American corporations buy up foreign companies. This is capital movement. The third and most important balance-of-payment deficit for the past 50 years has been Pentagon spending abroad. It is primarily military spending that has been responsible for the balance-of-payments deficit for the last five decades. Look at table five in the Balance of Payments Report, published in the Survey of Current Business quarterly, and check under military spending. There you can see the deficit.

To fund our permanent war economy, we have been flooding the world with dollars. The foreign recipients turn the dollars over to their central banks for local currency. The central banks then have a problem. If a central bank does not spend the money in the United States then the exchange rate against the dollar will go up. This will penalize exporters. This has allowed America to print money without restraint to buy imports and foreign companies, fund our military expansion and ensure that foreign nations like China continue to buy our treasury bonds. This cycle appears now to be over. Once the dollar cannot flood central banks and no one buys our treasury bonds, our empire collapses. The profligate spending on the military, some $1 trillion when everything is counted, will be unsustainable.

“We will have to finance our own military spending,” Hudson warned, “and the only way to do this will be to sharply cut back wage rates. The class war is back in business. Wall Street understands that. This is why it had Bush and Obama give it $10 trillion in a huge rip-off so it can have enough money to survive.”

The desperate effort to borrow our way out of financial collapse has promoted a level of state intervention unseen since World War II. It has also led us into uncharted territory.

“We have in effect had to declare war to get us out of the hole created by our economic system,” Lanchester wrote in the London Review of Books. “There is no model or precedent for this, and no way to argue that it’s all right really, because under such-and-such a model of capitalism ... there is no such model. It isn’t supposed to work like this, and there is no road-map for what’s happened.”

The cost of daily living, from buying food to getting medical care, will become difficult for all but a few as the dollar plunges. States and cities will see their pension funds drained and finally shut down. The government will be forced to sell off infrastructure, including roads and transport, to private corporations. We will be increasingly charged by privatized utilities—think Enron—for what was once regulated and subsidized. Commercial and private real estate will be worth less than half its current value. The negative equity that already plagues 25 percent of American homes will expand to include nearly all property owners. It will be difficult to borrow and impossible to sell real estate unless we accept massive losses. There will be block after block of empty stores and boarded-up houses. Foreclosures will be epidemic. There will be long lines at soup kitchens and many, many homeless. Our corporate-controlled media, already banal and trivial, will work overtime to anesthetize us with useless gossip, spectacles, sex, gratuitous violence, fear and tawdry junk politics. America will be composed of a large dispossessed underclass and a tiny empowered oligarchy that will run a ruthless and brutal system of neo-feudalism from secure compounds. Those who resist will be silenced, many by force. We will pay a terrible price, and we will pay this price soon, for the gross malfeasance of our power elite.

CASH is accelerating down the path to extinction as new technologies threaten to mark the end of loose change within a decade.

Bank and credit union bosses say cash won't be alone, with wallets and credit cards also likely to disappear too.

They told The Advertiser's round table forum that cash and cards will be replaced by computer chips embedded in mobile phones, watches or other portable devices.

Australian Central chief executive Peter Evers believes cash will be replaced for most transactions in five-to-seven years.

"Cash will disappear as there will be other forms of carrying cash, stored value in your phone or whatever it might be. It will transfer automatically," he said.

"We're very close in countries around the world. If you go in to Hong Kong or Singapore, the low-value transactions have already disappeared. You can't go anywhere, like on public transport, without pre-purchasing a card.

"I think the Australian Payment Systems Board is very much on top of it and is trying to move down a path, but hasn't publicly put things into place yet."

BankSA general manager strategy and operations Chris Ward expects Australia to follow the offshore lead, with small cash transactions disappearing first.

"So you can't go and buy a bottle of water from the deli with cash; you've got to go and buy it with your chip," he said.

Bendigo and Adelaide Bank state manager SA/NT John Oliver said it was easier for retailers to use electronic transactions than manual cash transactions.

Savings & Loans chief executive Greg Connor said the concept of the wallet would go.

"Whereas now we have a wallet and purse, it will be a chip in your phone or your watch or something like that as your access," he said.

Mr Evers said credit cards were on the way out as well.

"The access to credit is still going to be there through the mobile phone, but you don't need the card because that's really only a means of identification," he said.

"There could be another way of identifying, but the product, revolving credit, will still sit there."

But the U.S. is pouring money into development of a vaccine in anticipation of giving at least some people the shots.

The WHO declares the first pandemic in the 21. century
Reuters 11 June 2009 The World Health Organization declared the first flu pandemic of the 21st century on Thursday, urging countries to shore up defenses against the virus which is "not stoppable" but has proved mainly mild so far. However the WHO imposed no restrictions on travels or contacts between people.

"Moving to pandemic phase six level does not imply we will see an increase in the number of deaths or very severe cases.The WHO recommended drugmakers stay on track to complete production of seasonal influenza vaccine for the northern hemisphere's next winter in the next two weeks. Each year, normal flu kills up to 500,000 people and infects millions.

Imunologist Dr. Pamela Asa first recognized autoimmune diseases showing up in GIs that mirrored those in lab animals injected with oil formulated squalene adjuvants.

According to Matsumoto, today, “Squalene adjuvants are a key ingredient in a whole new generation of vaccines intended for mass immunization around the globe. Squalene is not just a molecule found in a knee or elbow - it is found throughout the nervous system and the brain.” When injected in the body, the immune system attacks it as an enemy to be eliminated. Eating and digesting squalene isn’t a problem. But injecting it “galvanize(s) the immune system into attacking it, which can produce self-destructive cross reactions against the same molecule in the places where it occurs naturally in the body - and where it is critical to the health of the nervous system.” Once self-destruction begins, it doesn’t stop as the body keeps making the molecule that the immune system is trained to attack and destroy.

Matsumoto says “Squalene is a kind of trigger for (a) real biological weapon,” what Soviet researchers called “a biological time bomb!!” He and Dr. Pam Asa conclude that “Oil adjuvants are the most insidious chemical weapon ever devised,” including ones with squalene. So what American scientists conceived as a vaccine booster (or what’s now being developed in labs) was another ‘nano-bomb,’ instigating chronic, unpredictable and debilitating disease. Using squalene in vaccines is outlandish and criminal.

Gary Matsumoto is a New York-based award-winning investigative journalist. His 2004 book, “Vaccine A: The Covert Government Experiment That’s Killing Our Soldiers and Why GIs are Only the First Victims” took sharp issue with IOM results and the Pentagon’s denial of Gulf War syndrome.

Investigating the shadowy vaccination development world, he discovered US military-employed doctors and scientists conducted secret medical experiments on US citizens in violation of the Nuremberg Code and fundamental medical ethics.

According to Matsumoto, the Pentagon violated these and other standards, betrayed the troops, and the fundamental duty of military and civilian leaders to protect them. Since at least 1987, biowarfare development trumped the welfare of tens of thousands of GIs used as human guinea pigs for inoculation with experimental unlicensed anthrax vaccines containing squalene - administered involuntarily without disclosure of its harmful effects to human health.

“The unethical experiments detailed in this book are ongoing, with little prospect of being self-limiting because they have been shielded from scrutiny and public accountability by national security concerns.”

Other research shows that squalene is the experimental anthrax vaccine ingredient that caused devastating autoimmune diseases and deaths for many Gulf War veterans from the US, UK, and Australia,
yet it continues in use today and for new vaccines development in labs.

“There are now data in more than two dozen peer-reviewed scientific papers, from ten different laboratories in the US, Europe, Asia and Australia, documenting that squalene-based adjuvants can induce autoimmune diseases in animals…observed in mice, rats, guinea pigs and rabbits.
Matsumoto’s book includes numerous case studies of GIs afflicted with one or more of the above syndromes, their devastating effects, and the outlandish US government reaction - failing to acknowledge their existence or a connection between them and administered vaccines. Also denying the effects of other toxic Gulf theater exposures (like depleted uranium) as well as withholding meaningful treatments or protocols.

So why does Washington sanction its use? According to Matsumoto: “scientists in the United States are now literally invested in squalene.

Disturbingly, many of the cutting-edge vaccines currently in development by the NIH and its corporate partners contain squalene in one formulation or another. There is squalene in the prototype recombinant vaccines for HIV, malaria, herpes, influenza (including the swine strain), cytomegalovirus and human papillomavirus.” Some of these “are intended for mass immunization(s) around the globe” and that possibility should terrify everyone enough to refuse any mandate or doctor’s prescription to take them."

Now the WHO hype is aimed at provoking mass hysteria over a non existing threat to humanity: Swine flu, a much milder A flu than seasonal flu. Editor’s note: In February, Baxter released flu virus material from a plant in Austria containing H5N1 avian flu viruses. The contaminated product, a mix of H3N2 seasonal flu viruses and unlabelled H5N1 viruses, was supplied to an Austrian research company. The Austrian firm, Avir Green Hills Biotechnology, then sent portions of it to sub-contractors in the Czech Republic, Slovenia and Germany, according to the Canadian Press. It is unconscionable this corporation is now allowed to produce a vaccine that may soon be mandatory for millions of people.

Baxter International Inc. has completed testing and evaluation of the A/H1N1 influenza virus and is now in full-scale production of a commercial A/H1N1 vaccine using its Vero cell culture technology. Baxter received an A/H1N1 strain from the US Centers for Disease Control and Prevention [a World Health Organization (WHO) Collaborating Center] in early May and is diligently working to deliver a pandemic vaccine for use as early as July.

WHO raised the pandemic alert level to phase-6, indicating a global influenza pandemic involving the 2009 A/H1N1 strain. Baxter is in contact with WHO and other global public health authorities regarding the pandemic. A number of national public health authorities have existing pandemic agreements with Baxter that allow them to place orders for a vaccine now that a pandemic has been declared by WHO. These public health authorities will be evaluating their needs to determine their orders for vaccine supply. Despite the company’s existing obligations to supply vaccine under a pandemic phase-6 alert, Baxter is also committed to working with WHO to allocate a portion of the company’s commercial production to address global public health issues deemed most urgent.


Using its Vero cell technology, Baxter has received European Medicines Agency (EMEA) approval for a mock-up pandemic vaccine called Celvapan, the brand name for the company’s pandemic vaccine. The qualification, development and manufacturing processes used in gaining mock-up licensure for Celvapan apply as the company uses this new influenza A/H1N1 virus strain to produce a pandemic vaccine. The Celvapan EMEA licensure supports fast track approval of a pandemic vaccine containing the A/H1N1 virus strain. Baxter will submit the A/H1N1 vaccine for approval upon completion of initial manufacturing runs.

Baxter’s research and development, manufacturing capabilities and pandemic planning expertise allow the company to efficiently develop candidate vaccines against potentially emerging influenza viruses. Baxter believes that its Vero cell technology can be used to safely and reliably produce a vaccine in response to this global public health issue. It is possible that Baxter’s Vero cell technology may offer advantages, in that it may allow more rapid production and delivery of pandemic vaccines.

Baxter International through its subsidiaries, develops, manufactures and markets products that save and sustain the lives of people with haemophilia, immune disorders, infectious diseases, kidney disease, trauma, and other chronic and acute medical conditions.

Reporting from Washington -- The Obama administration this week will propose the most significant new regulation of the financial industry since the Great Depression, including a new watchdog agency to look out for consumers' interests.

Under the plan, expected to be released Wednesday, the government would have new powers to seize key companies -- such as insurance giant American International Group Inc. -- whose failure jeopardizes the financial system. Currently, the government's authority to seize companies is mostly limited to banks.

Bob Chapman’s influential International Forecaster is reporting on the possibility of a so-called “bank holiday” planned for late August or early September. According to Chapman’s sources, U.S. embassies around the world are selling dollars and stockpiling money from respective countries where they operate.


“Some US embassies worldwide are being advised to purchase massive amounts of local currencies,” writes Harry Schultz, “enough to last them a year.” Schultz publishes the Harry Schultz Letter, an international investment, financial, economic, and geopolitical newsletter named as “Newsletter of the Year” by Peter Brimelow of Market Watch in 2005 and 2008.
Schultz believes the global elite are in the process of engineering an FDR-style “bank holiday” of undetermined length in order to “sort-out the bank mess” and impose new bank rules.
On March 5, 1933, in the depths of the banker engineered “Great Depression,” newly elected Franklin Roosevelt declared a “bank holiday” that forced banks closed for four days. Roosevelt then rammed the Emergency Banking Act through the legislature. Passed by Congress on March 9, the act granted FDR near dictatorial control over the dealings of banks. It also allowed the Secretary of the Treasury the power to compel every person and business in the country to relinquish their gold and accept paper currency in exchange.
On March 10, Roosevelt issued Executive Order No. 6073, forbidding people from sending gold overseas and forbidding banks from paying out gold. A few weeks later, on April 5, Roosevelt issued Executive Order No. 6102 ordering Americans to deliver their gold and gold certificates to the Federal Reserve bank in exchange for paper fiat money.
In other words, FDR engaged in one of history’s greatest rip-offs — that is until now.
FDR not only ripped-off the American people, but foreigners holding dollars as well, thus ensuring the “Great Depression” would spread around the world like a bankster engineered contagion.
As Schultz notes, another forced “bank holiday” will likely lead to a formal devaluation of the already broadsided U.S. dollar. “But devalue against what? The euro? Doubtful. Gold? Maybe. Or vs. the IMF basket of currencies,” which he feels is more likely.
In fact, this is precisely what the globalist have in mind. In March, the media reported the IMF was poised print billions of “global quantitative easing” dollars to be dubbed global “super-currency” to address the (bankster engineered) economic crisis. “The principle behind it is that everyone would get bonus dollars and instead of the Federal Reserve having to print them, everyone gets them,” declared Simon Johnson, former chief economist at the IMF.
Can you say inflation?
It is no secret the elite have envisioned a global currency for some time now. In 2007, the director of international economics at the Council on Foreign Relations stated that the dollar and the euro are but temporary currencies. “It is the market that made the dollar into global money – and what the market giveth, the market can taketh away. If the tailors balk and the dollar falls, the market may privatize money on its own,” Benn Steil pontificated. More like the banksters taketh away — and not only money but national sovereignty as well because a global currency will demand an end to “monetary nationalism.”
Or as Richard N. Haass, president of the Council on Foreign Relations, has said, “states must be prepared to cede some sovereignty to world bodies if the international system is to function.”
Mr. Schultz believes a “bank holiday” would suit the burning desires of the international bankster elite. It will lead to “nationalization,” which is a polite word for brazen thievery. It will allow the government — owned lock, stock and barrel by the global elite and run by their corrupt whores and cronies — to rape secured creditors and bondholders. Nationalization is the unfettered process of grabbing up of insurance companies, mortgage companies, banks, medical care, and car companies and handing them over to the monopoly men.
During the FDR “bank holiday,” Schulz notes, “thousands of banks never reopened; it was a face-saving way of shutting them down. I would guess the same would occur today; thousands have little or no net value, loaded with debt, bad mortgages.”
In order soften the nation up for the coming pillage, the Obama administration has proposed a plan to give the privately-owned and unaccountable Federal Reserve complete regulatory oversight across the entire U.S. economy. The new rules would see the Fed given the authority to “regulate” any company whose activity it believes could threaten the economy and the markets — that is to say if it “threatens” the monopolistic interests of the bankers.
“Obama’s regulatory ‘reform’ plan is nothing less than a green light for the complete and total takeover of the United States by a private banking cartel that will usurp the power of existing regulatory bodies, who are now being blamed for the financial crisis in order that their status can be abolished and their roles handed over to the all-powerful Fed,” write Paul Joseph and Steve Watson. “The government is ready to hand over everything to a monolithic private corporation and a gaggle of bastard banker offspring, that have gobbled up an amount close to the entire GDP of the country in taxpayers’ money and figuratively stuck the middle finger up regarding questions over where that money has gone.”
A “bank holiday” would work wonders for any “regulation” the Fed and the bankers have in mind. It would compliment the criminal consolidation now underway. It would allow them to finally and formally devalue the dollar and usher in a global “super currency” of control and enslavement.
A Bob Chapman subscriber added a little dinger to the prospect of the banks going dark. The subscriber claims to have overheard two men in FEMA jackets talking with a police chief in California, all who agreed that the federalization of police around the country — a process largely complete — will be required if the banks are shuttered in late August or early September because it will get “ugly” out there.
No doubt. Because the sort of enduring and polite American who weathered the “Great Depression” is now in seriously short supply.
If Mr. Schultz’s prediction is correct, we can expect riots in bank foyers and ultimately martial law to be imposed.

Five-to-40-year-olds and Canada's aboriginal communities should be the first to get vaccinated against human swine flu, experts say as Canadian officials decide who gets priority for the flu shots.

Under Canada's official pandemic plan, the entire population would ultimately be immunized against the H1N1 swine flu.

But the vaccine will become available in batches, meaning the entire population can't be vaccinated at once. It might take four or five months to get all the vaccine we're going to get, during which time a second wave of swine flu may well be underway.

The Public Health Agency of Canada is working on a priority list, deciding where the first batches should go, and who should get the injections first. All provinces and territories would be expected to follow the national prioritization scheme.

Unlike normal seasonal flu, the H1N1 virus appears to be disproportionately infecting older children and young adults. So far the largest number of confirmed cases have occurred in people between the ages of five and 24.

"It doesn't mean they're all getting sick and need to be hospitalized, but they're getting significant illness," said Dr. Noni MacDonald, a leader in pediatric infectious diseases and a professor of pediatrics at Dalhousie University in Halifax.

British researchers reported last week that targeting children first would protect not only them, but also unvaccinated adults.

"Even if you are concerned about the elderly, who are often mentioned as another risk group, their main connection to the big pool of infection is often their grandchildren," said Dr. Thomas House of the University of Warwick.

But adults older than 64 don't appear to be at increased risk of H1N1-related complications so far in the outbreak. It's possible they have some antibodies against the virus.

As well, children "are known to be really important for transmitting flu," said Earl Brown, executive director of the Emerging Pathogens Research Centre at the University of Ottawa.

"They're important for the cycle of infection. They tend to be naive as far as not having flu antibodies in their system before. And really young kids, their immune systems aren't fully mature.

"Children tend to be hit, and they can be hit harder," Brown said. By immunizing children first, "you get to try to block spread, and protect a vulnerable group."

Gymnasiums would be used for mass school-based vaccination programs but experts say the harder to reach group will be the 18-to-30-year-olds.

"Some of them are in school, a lot of them are not," MacDonald said. "They're very much living in the moment and don't necessarily see themselves as being at risk. We need some fast thinking about how to reach those people."

She suggested booths could be set up outside bars for information and immunization.

"You've got to be creative about this and really think out of the box."

Canada's aboriginal communities also appear to be getting more serious infections. Crowded, poorly ventilated housing and poor access to high-quality running water and sanitization are some of the factors being blamed. Aboriginals also have higher rates of asthma, chronic lung disease, obesity and diabetes — the very diseases early data suggests puts people at higher risk of life-threatening complications from swine flu.

The H1N1 vaccine will be a separate vaccine from the regular, annual flu shot. People will require two jabs, and possibly three, depending on how effective the vaccine is in producing immunity. The Public Health Agency of Canada says that no decisions have yet been made about who would get priority first.

One of the challenges will be getting people to agree to the shots. There will be limited information about any vaccine's safety before immunization campaigns are rolled out across the country.

"We usually do research in healthy adults before we do it in children, because this is a new vaccine, and you want to be sure that it's safe and effective before you give it to vulnerable populations, or populations who don't have full capacity to make an informed decision about getting it or not," said Dr. Joanne Langley, of Health Canada's National Advisory Committee on Immunization.

"There are pros and cons to putting (children) first."

Babies under six months of age are not vaccinated against flu.

Кризис перепроизводства - это когда товаров производится больше, чем их можно потребить. Самый известный кризис перепроизводства, с которым сталкивался мир, - это Великая депрессия 30-х годов прошлого века, которая в конечном итоге закончилась Второй мировой войной.

Поскольку капитализма не может быть без кризисов перепроизводства, у ученых, экономистов, политиков возникла мысль: «А каким образом нам избегать кризисов перепроизводства?» Ведь что такое капитализм?

Капитализм - это свободное предпринимательство, когда люди самостоятельно решают, в какой бизнес, в какое производство они будут вкладывать деньги.

Чтобы избежать этого, придумали следующую вещь: у нас (американцев, европейцев, японцев) есть огромное количество собственности, которую мы накопили. Во времена колониализма в Европе и США было накоплено огромное количество материальных ценностей. Порты, железные дороги, заводы, дома и так далее...
Мы можем всю собственность, все имущество, принадлежащее западному миру, монетизировать. Монетизировать сегодня, для того чтобы сегодня же стимулировать спрос, сегодня же стимулировать экономический рост. Последние 60 лет и США, и Япония, и Западная Европа конвертировали накопленное за столетия богатство, накопленное где своими силами, где благодаря колониальной экспансии.

Европа, а затем и США веками собирали все богатство со всей планеты: из Индии, Китая, Латинской Америки, Африки - отовсюду. Образовался огромный объем накопленного. Причем не в бумажках: инфраструктура, жилье, технологии, созданные бренды, патенты, средства производства и т.д. Это колоссальное богатство, которое можно было превратить в деньги за счет того, что мы закладываем это имущество в банк, а уже банк создает деньги. Есть такое понятие - «кредитный мультипликатор». Если я принес в банк 1000 рублей, то банк записывает эту сумму за мной как депозит. Но в принципе 980 рублей может прямо сейчас выдать кому-то в долг. То есть у нас в экономике появляется на 980 рублей больше. В США этот кредитный мультипликатор доходит до 18, в Европе - порядка 13-14. Одна и та же тысяча рублей многократно кладется на депозит или расчетный счет и выдается снова в виде кредитов. Монетарная база увеличивается в разы, множится, множится, множится - и возникает огромная масса денег.
Дома, порты, заводы, земля - все это уходило в заклад. Под это создавались деньги. Откуда они взялись? Из будущего. Это жизнь в кредит под залог дома или завода... «Отобьем и когда-то в будущем вернем».
И вот в 90-х сумма задолженности начала расти опережающими темпами. Все текущие выплаты, включая проценты, покрывались новыми задолженностями. Задолженность нарастала с такой скоростью, что перекрывала всю стоимость текущей физической собственности нации. И залезла в стоимость физической собственности других наций. Например, к китайцам, производящим какие-то вещи, или русским, которые качают нефть.

Кризис недосбережения

Становится очевидно, что здесь мы подошли к финалу. Практически вся физическая собственность в западной цивилизации перезаложена. Это и называется кризис недосбережения. Мы взяли не просто то, что заработали сегодня. А все, что заработали за все предыдущие столетия. Конвертировали все это в деньги и проели.
Этими деньгами покрывался кризис перепроизводства.
Последние 70 лет мировой кризис перепроизводства купировался сжиганием мировых сбережений. Сожжены все сбережения Европы, которые были накоплены не просто после войны, а за всю их колониальную историю. Были сожжены сбережения американцев. Уничтожены сбережения японцев. На самом деле и мы, и китайцы, и другие нации как бы «второго сорта» тоже влезли в это безобразие.

Частично мы тоже успели воспользоваться гениальной идеей о том, что потреблять можно сегодня, а про завтра подумаем завтра. Частично мы эти деньги подарили американцам и европейцам, когда выкупали их финансовые активы. Например, когда наши олигархи собирали прибыль с российских компаний и вкладывали ее в акции «Дженерал Моторс», которая, как неожиданно выяснилось, оказалась техническим банкротом. А США проводили субсидирование собственного текущего потребления за счет сбережений других наций.

То же самое произошло и с китайскими сбережениями, японскими, малазийскими, польскими и т.д. Сегодня этот тотальный кризис перепроизводства купировать нечем. В мире, по моим расчетам, примерно двукратное превышение средств производства над тем, что на самом деле могут обеспечить текущие заработки населения планеты.
Кризис перепроизводства, который наступает, - это есть главная проблема ближайшего дня, ближайшего года, двух, трех лет. Это то, с чем мы на самом деле столкнулись. Это явление никак нельзя обойти, его никак нельзя купировать. В конечном итоге, я думаю, придется это признать не только Медведеву и Путину, но и европейцам и американцам.

Мировая торговая война

Таким образом, мероприятия G20 никакого отношения к происходящему не имеют. Президенты и премьеры думают о том, как залатать дыру в банковском секторе. На самом деле вопрос надо ставить иначе: каким образом сократить объем мирового производства в 2 раза. Куда деть всех этих предпринимателей и примерно 400 млн. рабочих (50 млн. человек только в США).
Вдумайтесь в проблему: двукратный объем перепроизводства. То есть проблема не имеет решения. Это означает, что ближайшие несколько лет будет идти тотальная, страшная, никогда не виданная торговая мировая война. Когда лидеры мировых держав на G20 утверждают, что договорились не вводить никаких протекционистских мер, - они бредят вслух. Потому что уровень перепроизводства заставит все корпорации, все нации биться, во-первых, за свой внутренний рынок, а во-вторых, проводить максимально жесткую, агрессивную экспансию вовне всеми законными и незаконными средствами. Недалеко то время, когда к нам в квартиры в 2 часа ночи будут стучаться дилеры из «Мерседеса» и предлагать взять их автомобиль за 5 тыс. долларов на 50 лет в кредит без процентов. Вопрос выживания мировых компаний становится вопросом номер один. Кто дольше всех продержится, даже работая в страшный убыток, тот на самом деле и выиграет, потому что банкротства будут каскадными.

Колониализм нового типа

Есть еще одна сторона текущего кризиса, из которой не существует простого выхода. Со Второй мировой войной колониализм не закончился - он лишь трансформировался. В 1913-14 гг. дискуссия была похожей: а как нам жить, если у нас заканчивается период колониальный прибыли? Каким образом Европа и Штаты будут финансировать собственное развитие, если мы не будем собирать деньги у китайцев, индусов, латиноамериканцев и т.д. Было придумано гениальное решение с финансовыми активами. Что сделать, если мы уже не имеем возможности продавать дикарям бусы? Будем продавать воздух!
Что такое финансовый актив? Это договор о распределении собственности и будущих прибылей. Что такое акция? Это договор о распределении собственности в предприятии и будущих прибылей. Что такое долговая расписка? Это договор о распределении твоих будущих доходов, т.е. по этой долговой расписке ты обязуешься выдать часть своих будущих доходов с процентами. В какой-то момент в мире сложилась следующая ситуация: финансовые активы в сознании людей и предпринимателей отделились от реальных активов и превратились в самостоятельный товар. Допустим, есть предприятие «Дженерал Моторс», оно стоит 80 млрд. долларов. А есть акции «Дженерал Моторс» и его долговые расписки - они тоже стоят 80 миллиардов. В сознании людей эти вещи разделились, и «ДМ» стал стоить 160 млрд. долларов.
Этот процесс шел каскадом по экспоненте. Почему говорят, что в США маленькая инфляция, а у нас высокая? На самом деле в США инфляция колоссальная, она просто поглощается этой псевдотоварной массой финансовых активов. Когда значительная часть дохода населения и предпринимателей абсорбируется акциями, CDO, CMO, фьючерсами на всевозможные товары или даже на погоду или выигрыш футбольных команд. Сегодня вся гигантская товарная масса, гигантская инфляция, накопленная после Второй мировой, сконцентрировалась в этой финансовой дыре. То есть финансовый кризис есть продукт, с одной стороны, перепроизводства, а с другой - новой колониальной модели. Не только и не столько американцы и европейцы встряли в эту финансовую пирамиду, сколько мы.

Колониальный налог

Как это происходит? Простому китайцу или русскому в 1992 году говорили: посмотрите, где вы живете - в грязи! Вы заработали свою тысячу рублей, и что? Она у вас сгорит. Вложите ее, товарищи, в американские активы. Посмотрите, какие они надежные. Америка никогда ни с кем не воевала на своей территории. У нее самые надежные активы. Ваши деньги не только сохранятся, но и увеличатся. Вам не надо работать, вам надо вложить 1000 долларов, и через 10 лет у вас будет 5000 долларов. Так абсорбировались деньги со всего мира.
Только за последние 20 лет, если пересчитать в сегодняшние деньги, эта сумма составляет порядка 19 триллионов долларов. Они были «отсосаны» из Восточной Европы, Юго-Восточной Азии, и во время кризиса из нашей страны, Китая и т.д.
Эти деньги - это налог. Назвать его можно по-разному: колониальный, постколониальный, неоколониальный. Это прямой финансовый налог, когда колонизируемые уже не протестуют, а очень рады ему. Они вкладываются в акции «Дженерал Моторс». Ну и что, что в один день они упали в 60 раз, - это бывает, ничего не поделаешь... Правда, после этого деньги достались предыдущим американским держателям акций. Тоже бывает, не удивляйтесь.
У колонизируемых возникает сразу 3 возможности:

1. Потребить товар метрополии.

2. Инвестировать в метрополию.

3. Уехать в метрополию.

Это тоже можно рассматривать как форму колониального налога. Когда инженеры осознают себя русской или китайской рванью, не хотят жить у себя в стране и пытаются переехать в «светлое будущее». Там платят очень много денег и всем дают право материализовать свои возможности.

Америка будет спасаться за чужой счет
Выхода действительно нет. Постколониальная модель сожрала все мировые сбережения. Мы имеем тотальный кризис перепроизводства. Этот кризис начался не в 2008 г., а в июне или даже в мае 2007-го.

Последние деньги

Стратегия, которую сейчас применяют в Штатах, Европе и Японии, - пытаются залить пожар «бензином», гигантскими денежными вливаниями. Прорвавшийся уже кризис перепроизводства и недосбережения будут пытаться погасить, растрачивая последние сбережения, которые есть.

В США деньги пока не печатают, что бы ни говорили разные «эксперты». Они их занимают - выпускают красивые расписки с названием «государственные казначейские обязательства» и продают их русским, китайцам и т.д. А те берут свои сбережения и дают им на... пирамиду ГКО.
Мы помним 98-й год, когда это было в России и государство занимало все больше и больше. Чем это кончилось? В конечном итоге стоимость обслуживания недельного массива ГКО превысила возможный объем, который можно было занять на рынке. То же самое произойдет в Штатах. За все время им удастся занять не более 4-5 трлн. долларов. Больше денег в мире нет... Что ни делай, нет денег! Произойдет это финальное истощение примерно в первом квартале 2010 года, плюс-минус 3-4 месяца.
Похоже, что единственный выход- это гиперинфляция.

Опережающий удар

Если у вас есть 120 трлн. долл. внутренних и внешних долговых обязательств, которые никаким путем «расшить» невозможно, а денег на то, чтобы закрывать разрывающиеся цепочки нет, то каким образом все распутать?
Мы видели это в Советском Союзе и в России в 1992 году. Когда систему «расшить» невозможно, самое простое - это «залить» ее деньгами. Взять - и банально монетизировать все финансовые активы. Но, поскольку денег занять уже будет негде, скорее всего, произойдет следующее.
Будет назначен новый управляющий консорциум крупнейших американских банков. Видимо, это Bank of America, J.P. Morgan, Goldman Sachs, Сити-груп. Может, еще пара-тройка банков, которым Федеральная резервная система (ФРС) США - аналог нашего Центробанка - просто напечатает деньги и скажет: «Ваша задача - выкупить на эти деньги все, что продается. Мы вам даем на это 45 триллионов долларов. Они вызовут гиперинфляцию, но ваши долги перед ФРС сгорят. А вы уже получите реальные финансовые активы во всем мире».
Это позволяет разрубить гордиев узел - финансовый клубок. С другой стороны - нанести упреждающий удар.

Что произойдет, если в Штатах начнется гиперинфляция?
Европейские активы очень серьезно завязаны на американские. И это неизбежно сдетонирует по Европе. Здесь начнется то же самое, что и в Штатах, - гиперинфляция. Какие-то страны начнут выходить из Еврозоны. Например, Германия введет марку, а Италия - лиру.
Если в Вашингтоне вовремя запустят гиперинфляцию, не дадут обстоятельствам себя обскакать, то вновь смогут выехать за счет других. Почему? Не потому, что у них станет от этого намного лучше. А потому что у других станет намного хуже. Усилиться по отношению к другим можно двумя способами: либо самому усилиться, либо ослабить остальных.
Поскольку в США разрушение старой финансовой системы неизбежно, то, скорее всего, они примут решение сделать его управляемым. Гиперинфляция - самый разумный вариант, который списывает все долги, в т.ч. и внешние. Они никому ничего не должны... Гиперинфляция, по расчетам, должна обесценить доллар примерно в 5 раз. Если исходить из параметров бюджета, из параметров пенсионной системы, из объема долговых обязательств и финансовой нагрузки, которую приходится нести людям. Плюс из того, на каком уровне становится рентабельным производство в Соединенных Штатах. Потому что на сегодня производство в Соединенных Штатах, особенно производство потребительских товаров, абсолютно нерентабельно.

India Joins Russia, China in Questioning U.S. Dollar Dominance

July 4 (Bloomberg) -- Suresh Tendulkar, an economic adviser to Indian Prime Minister Manmohan Singh, said he is urging the government to diversify its $264.6 billion foreign-exchange reserves and hold fewer dollars.
“The major part of Indian reserves is in dollars -- that is something that’s a problem for us,” Tendulkar, chairman of the Prime Minister’s Economic Advisory Council, said in an interview yesterday in Aix-en-Provence, France, where he was attending an economic conference.
Singh is preparing to join leaders from the Group of Eight industrialized nations -- the U.S., Japan, Germany, Britain, France, Italy, Canada and Russia -- at a summit in Italy next week which is due to tackle the global economy. China and Brazil will also send representatives to the summit.
As the talks have neared, China and Russia have stepped up calls for a rethink of how global currency reserves are composed and managed, underlining a power shift to emerging markets from the developed nations that spawned the financial crisis.
