The rules are the same. English-, german- etc. speaking folk regardless of a language command level is welcome to ask and answer things about each other.

The new twin- topic is right next to the mentioned above in the same directory.
Just like in the "russian" one you are supposed to answer the preceding and to ask your own question on whatever. Then someone answers yours and asks theirs and so forth.

The branch needs at least a few permanent participants.

carrotik, you can use any languge you prefer. The branch will then develop parallel in several directions - French, German whatsoever - this is no problem at all. Let it be international.
Important is of course that there is a number of participants enough to keep the thing moving. English is just probably most common.
